I decided to first lead with a memo to all staff about the potential layoffs. The memo is to be sent after work hours between(7pm-9pm) to avoid any disruption it can potentially have during the work day.
Dear Team,
I would first like to say I hope you all are staying safe and are well during these times. The Covid-19 pandemic has impacted us and the world we live in tremendously. We are now living in one of the most unprecedented times in recent history.
Like many agencies across the nation, our business has suffered a reduction in services which consequently has affected our agency’s contracts and bottom line. As a direct result the organization has been left to make some difficult decisions. Effective as April 16, 2021 in efforts to keep as much staff on board as possible, we have decided to lay-off a portion of our workforce and/or reduce employee hours.
By March 26th we will begin to notify all employees that will be affected by this course of action in order to give employees the time to make to make the necessary adjustments. Our Human Resource Department will be available to discuss with any employees next steps as it pertains to Unemployment Insurance benefits and any vacation accruals.
This decision does not have anything to do with the quality of the work provided or services rendered. You all have exceeded those expectations.

Then I would schedule 1-1 meetings with each person to discuss the recent changes with a HR representative involved or guided script. I feel that HR will only be there to ensure to only ensure I stay within company policy regarding employee separations. But more so this is just to reinforce the employee to give them more of push because this could really affect employee performance.

Unfortunately, due to the recent events in the world as it pertains to the Covid-19 pandemic, there will be a significant reduction in services offered. We will only be able to provide services on case by case basis. If are unable to provide a service for you, we will definitely try to connect you with another agency at this time. We apologize for any inconvenience and we will continue to provide the best quality of service as we have done for the last x years.

The well-being of staff, I believe the pandemic has affected everyone in some form or fashion that you need to show some care towards their overall well-being.
• What are secondary messages for the first communication?
That decision was not based on performance and that it is a direct result of the pandemic. Talk to the amazing work of the team.
• What is the core message for the second communication?
Resources for employees as they transition out of the agency.
• What are secondary messages for the second communication?
• What are the talking points for staff to convey if asked questions by program participants?
Talking points is how can we still provide services to the client or services we can provide. Also referrals to other agencies.

• What is the core message?
The agency will help in whatever way possible and when things return, we hope to provide a full range of services.
• Are there any secondary messages?

• How frequently would you communicate to staff?
Frequent but not too much maybe 2-3 times. You don't want to overdo the message that leaves room for miscommunication and you don't want to communicate too little.
• What vehicles would you use for communication? (e-mail, intranet, webinars, phone conferences)
Email & Web Conference Call---- individual 1-1

Time off to interview... professional development courses... most up to date information on unemployment insurance and assistance filing.
