C. First I would have my staff meet with me in Zoom and I would say this:
Thank you for taking the time out of your busy schedules to meet with me today As we all know, Covid-19 has taken a toll on everyone in some way, shape or form. We have worked very hard to provide services to our participants and hold up our end of the contract that was awarded to us by the city. Unfortunately, the pandemic has taken a toll on the city and they are making budget cuts to funded programs such as ours. I want to keep 100% transparency here so any and all information that we get will be shared with you as well. These budget cuts do mean that we will have to let staff go and the services that we provide to our participants will also be effected. This is not a part of my job that I enjoy but it must done. Now just because they are deciding to cut funding to our program does not mean that we are going to give on our staff or our participants. We currently don't have any details on how many staff we need to lay off or how much we have to cut down out participant count but rest assured that you will get this information as we find out. Since we have been told ahead of time of the cities budget cuts, we do have some plans to set in place to help moving forward. Anyone who needs help with updating their resume, this help can be provided for that. We also want to start doing some cross training among staff to help make resumes look better. In regards to the participants, the ones we can't keep in our program we can hopefully refer them to another program that can continue to provide the services that they need. These are hard times for all of us and we care about your well being and your stability moving forward. Please keep an eye out for emails pertaining to the budget cuts and the plans that we would like to set in motion moving forward. Our time together in this program has been precious and I know that our participants appreciate all the help and care that we have provided.
My following communications to the staff would come via email and they would to continue to provide information about the budget cuts, the program and participants, the cuts to staff, and the promises to help with resumes and building skills. I would let the staff know to keep reassuring the participants even if they are chosen to be cut from the program, to let them know that there are other programs that can help them if they can't stay with us, and that we are doing our best to deal with these difficult times during the pandemic.

This will unfortunately effect the services that we provide to you, our participants, and we felt it was only right that we kept you informed on the changes moving forward. Covid-19 has effected everyone and we are no exception. The budget cuts will force us to downsize how many participants that we can have but rest assured that we will not leave you without help. We will do our best to continue to provide services until the very last minute and those of you who we can't continue to help, we will help refer you to another program that can continue to help. If it was up to us we could keep this program indefinitely but we must do what we have to in order to keep moving forward. Your time with us has been some of the best moments we have had and we hope that you continue to keep pushing ahead. We still stay by your side till the end.

A: The core message for my first communication is that there are going to be cuts to the program and that the staff will be supported along with the participants through these hard times. The secondary message is that there are plans in place to help the staff move forward through this hard times. I wanted to make it clear that the administration isn't hiding any of the information and we care about the staff and the participants. I thought it was important to be honest and show them that we understand and care. I think its important for the staff to understand what is going on and feel like they have a path through this. I actually took inspiration from Aisha Lucac's story about how she worked with her employees to get them through budget cuts. I thought it was a great idea to help build the resume of the staff so they can comfortably move to another stable job. I feel like that type of approach works really well here as well. I think the main talking points to the participants should be that there are other programs to help service them and they shouldn't feel alone or lost.
